An online website builder is a hosted solution allowing user to log into a control panel, choose a particular pre designed template and add content directly into editable areas of the template.  These are good for do-it-yourself projects and are the most simple and direct way of creating a website.  Content can be changed quickly and easily with no knowledge of coding or programming.  A single monthly fee usually covers the website building functions and hosting of the created site.  Websites created in this way are program dependent and usually cannot be moved to another hosting provider.
