ICANN, or the Internet Corporation for Assigned Names and Numbers is the non profit organization chartered by the government to regulate and standardize domain names and to standardize and allocate public IP addresses used by all entities and devices on the public internet.  While non for profit, part of the domain name fee you pay during registration goes to fund ICANN's expenses.  At the time of this writing the ICANN fee is 18 cents per domain name.
